With everything on the menu at ¥350, Megumi is impossible to beat for quality and value. I mean everything! Appetizers, sashimi, pasta, side dishes, rice, EVERYTHING! Cheap and cozy, Gacha is a perfect alternative to the big, faceless bars lining Kiyamachi. The menu sports 200 cocktails, but in addition the bartender is always willing to make an "original" to suit your tastes.
With less than 10 seats, the bar quickly fills up and close conversation can be had with the other customers and the bartender.

Dejavoo is a funky little place seating up to 30 or 40 people. Cozy seating arrangements make it fine for a small or large gathering.

Monte Bello is cheap, but that's about all. One is tempted to say "you get what you pay for," but for ¥300, I frankly expected to get a little more.
Cocktails are weak at best; the well liquors are cheap brands you've never heard of. Bottled juice is used in place of fresh limes and lemons.
